HON. DR. GILBERTO FERNANDEZ-MAGALLON was born on September 21, 1960. He hails from Kabasalan, Sibugay Province. He is 7th of the 10 children. Their family largely depends on their farm for a living. He finished his elementary education at Kabasalan Central Elementary School and graduated his secondary education from Kabasalan National Vocational School, now the Kabsalan Institute of Technology. After his high school graduation, he migrated to Cebu so that he could achieve his dream to become a doctor. His motivation and untiring efforts led him earn his degree in Bachelor of Science in Biology at Velez College, Cebu City in 1981. He continued all the challenges and sacrifices and completed his medicine course from Gullas College of Medicine, Banilad, Cebu City in 1985. He was trained at Cebu City Medical Center specializing obstetrics and gynecology from 1987 to 1990. During his residency training, he was awarded as the Most Outstanding Resident of the Year. He is married to the present Vice Mayor of Alegria – Hon. Verna Villordon-Magallon. They are blessed with three children: Lady Anne, Mark and Paulo.
He worked at the Lapu-lapu District Hospital for two years, from 1990 – 1992. After then, he and his wife Verna received a new task to manage a school in the small town of Alegria in the early 1992. Due to his dynamic leadership and hard work, the small Saint Peter Academy which was mainly a high school with barely 15 teachers was converted into a big organization Saint Peter Academy of Alegria Foundation, Inc. (SPAAFI) under the partnership with Aktionsgruppe Kinder in Not e.V. in Germany. At the time he was President of the Foundation, there were 120 employees from the four (4) service departments covering a hospital (Reinhard Wirtgen Memorial Hospital) and health centers in different mountain barangays of Alegria, Cebu, a high school and three kindergarten schools, college support center, and outreach department helping the farmers in the community and the neighboring localities. Aside from being President of the Foundation, he was also the Chief of Hospital and the School Director at that time. Being an active member of the Philippine Mental Health Association (PMHA) – Cebu Chapter, he was elected as one of the Board of Directors and awarded a lifetime membership by the association. After almost 28 years of serving as President of Saint Peter Academy of Alegria Foundation, Inc., he made his early retirement in July 2019 so that he could focus more in the public service. He was elected twice as Municipal Councilor of Alegria in 2001 and in 2004, respectively. He served in two separate terms as the town’s Vice Mayor from 2007-2010 and from 2019-2022. He established and founded his own TESDA-accredited farm school for organic and sustainable agriculture in Alegria which is frequently visited by various sectors from the Visayas and Mindanao. His vision to uplift the poor conditions of the townspeople is about to be realized, but he never stops dreaming to achieve more.
